No they weren't. Well, maybe a few. A lot of them were born into this country ... If their relatives hated this place so much they shouldn't of had children that would have to endure their troubles and hardships. If you really want to get into that, I'm sure plane tickets are cheaper than Welfare. I'm sure we could get a discount rate for the plane tickets, too.
