Here's a very recent post by LGJ that had the duplicated text problem:

John
Kobiashi asked LGJ to delete the above post because the problem happened to Kobiashi again in the same thread here:

Webmaster - I tried to reply to Bill's message. I hit the quote button, then typed my message:
"Bill,
Enlighten me, please.
Thanks,
John"
Then I hit submit.
This is the message that came up:
"vBulletin Message
No thread specified. If you followed a valid link, please notify the webmaster"

Steve, please see my 3 posts in This Thread. It is not happening only when you edit a post, it seems to happen if you quote someone and your post is over a certain limit.
Thanks
Thanks

Not sure if this is what your looking for Steve but I will give it a shot. From my “little” testing the problem seems to occur anytime the character count is in the neighborhood of 2000 characters or above, including text automatically inserted by the forum (software) itself.
(Example: when you edit a post it states at the bottom when it was edited etc and that text is automatically inserted)
I would say if a post has less then 2000 characters there is no problem. When it is over 2000 is when the problem occurs. There seems to be a threshold as to the exact number of characters it takes to cause the problem. One time could be after 2000 characters, and the next time you can go up to 2100 characters before a problem. The number does not seem like an absolute.
Perhaps one way to post a question in the development forum would be to state something to the effect of “When someone tries to post something with approx. 2200 characters or more a problem occurs after submitting the post to the forum”
I used the number 2200 because that should guarantee the problem that we are seeing here.
Not sure how best to describe the problem except for duplicating lines of text at random.
Edit
I should have added it does not seem to matter if it is completely typed out in the forum itself or pasted from another source such as Word…

That's heading in the direction of what I need, but not quite enough.
What I need is actual steps to take to recreate the problem:
1) Create post with 2200 characters.
2) Submit.
3) Edit post.
4) Submit.
Since some people have reported this happens on shorter posts AND on add or edits, I need at least one specific way to reproduce it.

Ok, that was actually A LOT easier to reproduce than I thought.
I created a Word doc with 1980 characters (including spaces) and copy/pasted it into Notepad, to make sure that control characters were not causing the problem. I then copy/pasted that into a new thread and POOF, the thread has 3,300+ characters!!
I contacted vBulletin support to see if they can figure out what might be the cause.
