PnP HID kits now Federally Illegal
Of course it won't stop the sale of them. All of them are already labeled for offroad use only since they do not meet DOT specs. USCBP is still picking up thousands of kits from china off boats everyday and rejecting them.

i am now wondering and maybe some of you fella's may clear this out a little, but when stated this way it now seems, either PNP or full retrofit projector are illegal, since it didn't come with vehicle from factory.

TRS sells kits, to convert your setup to HIDs. That is a conversion kit. OEM or aftermarket parts, they are all conversions.
For the average person, it would take 2 minutes to swap out their PnP HIDs back to halogens long enough for inspection. Much like the window tint inspection requirements, most people can get away with it down here by rolling down the windows and pulling the fuse before taking it in for inspection. There are fast work arounds to get an inspection done.
The thing that would make a difference in the war on HIDs, is standarizing a ticketable offense for on road use. Much like tint laws, they could make it a fix it ticket, requiring proof of removal. It wouldn't take much for offenders to uninstall and reinstall their PnP kits, but maybe the ticket and removal process might dissuade them from using PnP HIDs. Some might find the whole ordeal a hassle.
Retrofits will still probably be grouped into the HID conversion kit group. It might take some some good talking to convince them that it shouldn't as long as you take a DOT approved housing, take it apart, cut some holes in it, glue in a component from another vehicle, then seal it back up, all from the comfort of your own garage. The next step would be to train every LEO in detecting a proper projector setup.

This is true. While *I* would not consider a retrofit a "conversion kit", this letter leaves a lot of wiggle room. You can read between the lines and know what they are meaning (PnP) but for those who do not (inspectors in this case) they would also flag retrofits. Since I don't live in an inspection state, I don't have to deal with this but if I did, I would start challenging the wiggle room (retro=/= simple conversion, they are OEM components, not blinding, etc).
Glad you caught on what i meant, the letter has a very broad meaning. While this is intended for PNP Kits, anything that wasn't stock will get flagged and cited. And Yes glad we don't have inspections here in Florida, I'm quite sure they should enforce this a bit more like red stated, and driving with highbeams, people here in North Miami seem to think its a good idea to do that
