Nope not the answer. There's gun safety and there's hunting safety. Two seperate entities. My question to you was the rules of gun safety.
As you all know when Cheney had meetings on our Energy policy, he kept who was in the meeting UNDER WRAPS!! (as if he had something to hide)
Well, I am almost ready to bet that the particulars in this shooting incident/accident will also be KEPT UNDER WRAPS!!
However, we can do what those liberals do, and file a "freedom of information" claim and find out what happened!!!

If ole boy wne to retrieve an elk, I promise that there would be no more elk around for the VP to shoot at, and if that old man made it 300 yards out to where he shot the elk, and the VP lets one loose at him, then it smells fishy.

Conclusion: While 90% of hunting is done with firearms, not all firearms are used for hunting. Using a firearm on the range is far different than being in the woods. Hence, different, but similar rules apply.
