I am in Newfoundland, not overly cold, but the outside temp doesn't seem to matter, the surge is still there, just lasts longer in the colder weather.

what i do is drive in Tow/Haul mode which takes the RPM up to 1800 RPM vice 1300, until the engine warms up, then everything shifts nicely
