New (rebuilt) trans break-in

Is it needed? if so how long? and should i change the fluid after? im going to call the guy who built it for me and ask him, but im not going to be able to do that for a few days so im just tring to see what the "online experts" think

There is no break in needed for a transmission.

The clutch materials do act a bit different in the first few hundred miles. Also, the PCM needs to update it's adaptive strategy for the new trans, and that will take some time, too. Both of these will cause some not so good shifts for a while.
