And who ever did your alignment is a complete idiot, The alignment specs can be reached even after cranking your torsion bars all the way.

The only other reason the alignment couldnt be reached is do to some other problem in the suspension, check the swaybar end links, ball joints...

this guy was a gem he said he could adjust the to no problem but he couldnt adjust the camber, that the upper a-arms would have to come off and some type of steel plate would have to be hammered off in order to adjust the camber... he said it comes that way from the factory so you cant adjust the camber. i said no way alot of people do it and this was never mentioned or i would not have done it..... any way can the camber be adjusted on my truck with out a camber kit? thanks.

To clarify, you must take off the wheels to do this? And does it have to be done by hand?

No need to remove the wheels. All you need is a socket or wrench. It is easier if you jack the front of the truck up to where the wheels clear the ground. Turn each adjustment bolt an equal number of turns until you get the height you want. Make sure that your CV and ball joint angles don't look insane (like when the front tires are off the ground). Then get the front end aligned.
