Can the X-plan be used for a saleen S281?

I also got my 01L on a A plan, I got it on a A plan because my dad worked at Ford for about 30 years

Generic question, I notice that a lot of people find it hard to find a dealer that will ACCEPT the X Plan. I thought the X Plan guaruntees pricing at any Ford dealership (4% over invoice). How can a dealership refuse?

I can't find a dealer in the Central Florida area that will honor the X on a Cobra. Anyone know of one within a few hours drive?
