I can say with all honesty that his lights will definitely NOT go off if you pass him, and in some cases his car just starts moving at you at a high rate of speed compelling you to pull over, strangest thing

Sure it works. People do it to my 04' Crown Vic all the time. Sure is aggrevating when they do it to me......
