Never heard of that rule with IDEM. Then again, I'm not across the river on too many BTEX sites. Although, we do have a few...
What program specifies no purge? VRP?
I've never seen a disposable 4" either. Talk about a huge waste of plastic. We have some heavy duty PVC 4" that are a beast to decon. I hate those damn things...

The LUST program doesn't require purging. Although, I think most people still purge anyway - I know we do.
We were cleaning out the garage a few weeks ago and I came across a stainless steel bailer for 4 inch wells! Can you imagine purging wells w/ huge stainless steel bailer?!

Man... I've only hit a couple of underground obstructions but, by golly, when I hit one, I make it count... Case in point.
Old manufacturing facility. Talked with the maintenance guy numerous times showing him where wells were to be installed and borings were to be conducted. Of course, everything there is TerraCotta because it's so damn old thus, you'll never know you hit it with an auger...
So, we start spinning them in... Set the well. Come back the next day to purge and water is about 1' bgs. We knew water was around 35' because of about 10 other wells onsite... obviously, we have a problem.
Find the maintenance guy again... says "oh yeah, I forgot that the junction for all of the stormwater drainage goes through this area... you must have hit it..."
Sure enough...
We dig it out, I have gone straight throught he middle of about 10 pipes coming together into one really screwed up piping situation. Took the plumbers about a full day to fix that one.
Needless to say though, my well stayed put. ROFL!

I've only hit one thing - and I made it count. I was doing some work for INDOT trying to define the plume at an active gas station, and I put a GeoProbe's 2inch barrel right center on a 2in fiberglass dispense line for the gas dispensers. Lines weren't marked, and even if they were it wouldn't have mattered, the 'as-builts' were wrong.
Not a good day - I caused the gas station to shut down. Boss wasn't too happy w/ me

Whew... thank god I haven't hit a dispenser line... that would've sucked.
ROFL!
I was tap dancing around some Fiber out in Missouri about two weeks ago behind a 5410 Probe. Had the phone company out there watching over my shoulder.... VERY stressful day.
And to top it all off, the guy operating the probe had only been an operator for about a week... thus, he didn't really have the 'feel' for the machine that the old timers' do.

Fiber isn't much fun to deal work around
Surprisingly, the probe operator felt it when he hit the line. He looked up me and said, "I hit something", he pulled it up and about a pint of gas poured out of the liner.
After the line was dug up, neither one of us could believe he felt it.
