What is the difference between the legal and off road kit?

The offroad is just louder/more aggressive sounding. (It's still not even that loud.)

Offroad has a smaller muffler, non resonated tips, and is louder. Legal has a larger muffler, resonated tips, and is quiter than the off road, but louder than stock.

Just to be clear, the off-road is louder when you want it to be. On acceleration, you will hear it. Once up to speed and cruising, it is hardly noticeable.

I have the off-road and love it.

I just got mine put on last week. One sweet sounding exhaust. I debated between the legal and offroad, but man...............I am glad I went with the OR. Music to my ears.

I'm glad I went with the roush off road. I was on the fence between the off road and legal kits for a while. See this thread, quite lengthy.
