Have you checked to see if the lines are plugged ?

Maybe check the bottom of the reservoir to see if there is something in the bottom, blocking the fluid from getting pumped out.

I had a 97 f150 that done the same thing...but i was told that it is in the switch itself..they told me to take it apart and clean the contacts or just replace the switch...i never got around to fixing it before i sold it. but it maybe worth a shot to take it apart and clean it.

From what i understand it was a common thing for 97-99.

Harper_184 has a good point. Along with checking the system, you can check the end of the MFS. Usually this is associated with ghost wiping problems, but worth a check.

Here is a thread on the topic :

Actually, this is guessing it is not clogged.
Definitively not clogged is you removed the reservoir, washed it out several times, to make sure no clear plastic ( like the one that is usually sealing the washer fluid bottle ) is in there, that can get sucked to the output of the tank and blowing the lines out with low PSI compressed air, and then testing them by plugging the end, and applying vacuum to make sure it holds.

Don't know long this has been going on, but you might also want to check the washer nozzles, to make sure they are not frozen or blocked.

Normal contact cleaner is a good item to use to clean the contacts in the switch.

You can test the MFS, to see if you need to replace it.

This is the plug on the MFS, so you will need to remove the steering wheel column cover. 3 screws on the bottom, to release the 2 halves.
I remove the ign key tumbler, as not to stress the plastic too much ( cold / old could crack ). This is the 4th hole from the bottom.

Directions in this thread by JMC on removing the ign key tumbler.

This is the best route to check with your Ohm meter, what is going on with the MFS prior to spending the money on a new one.
