I use Westley's Bleche White. A lot of guys don't like it because it's a bit more acidic in nature than other cleaners but that's what I started using years ago and I'm resistant to change. Never had any problems on any type of wheel.
Yeah, I meant to throw that in there. Do the tires first, then wash the wheels with car wash soap, then rinse well and you shouldn't have any problems.
Tires are made of rubber, and to keep them looking new and protected, a high quality tire dressing is ideal after each wash. A tire dressing not only enhances the appearance of the tires, but it will also provide UV protection against fading, cracking, and discoloring over time.
A water based dressing is ideal because they contain no harsh petroleum distillates that will discolor tires over time and turn them brown.

Westley's is alkaline, not acidic. It's still nasty stuff but it DOES work. Try that with a scrub brush, rinse thoroughly, wash the wheels and tires with car wash soap and water, then dress the tires with a water-based dressing such as Hyperdressing.
Use the Wesleys Bleach White or Simple Green and scrub the tire. Rinse it off and repeat until the brown is gone. Let the tire dry and spray on some tire shine.
