Question How do you clean your OWL's (no, not the birds)

The Outlined White Letters on tires.
In the old days of white wall tires, an SOS pad and some elbow grease did the job.

JDF-
I use Wesley's whitewall cleaner. It does a good job on the White letters , it also cleans the tires at the same time. Just make sure you don't overspray it on any painted surface.

Hose down the tire and rim. Spray with properly diluted Simple Green. Then scrub with a bristle brush. Doesn't take much scrubbing. Hose off.

Armor all Multi-purpose cleaner... about 2 swipes with a scrub brush and they come out blindingly white.

Top them off with a silicone based tire shine material (armor all sucks on that front) and viola!

Here's what I've always done and have had excellent results.

(Dry vehicle before inital hose down) Spray Westley's Bleach White on white letters.

Hose vehicle down and wash as normal.

Take a brush and put some Comet or Ajax on it and scrub the letters. They will come out pure white.

I also use Wesley's then use Black Magic Tire Wet for the dressing. It depends on how dirty my tires are, but ususally, I don't even have to scrub them.

I prefer the blackwalls out however being a compulsive-obsessive when it comes to my truck I used Comet and an old toothbrush. Works great!
