I use barkeepers friend to polish the outside windows, and a bottle of denatured alcohol/water 25/75 mixture to clean the windows on the inside.

For the water spots try Burco mirror cleaner, I am an auto glass installer and this is what I use, it will even take the glue that I use off the body of a truck with no damage.
