Truck is an 01' Im wanting to take the upper valance off and paint it. Does anyone know if I can pop it off without removing the bumper?

The little black piece above the bumper?

There are about 12 or so little white pins that you either have to squeeze and push, or snap and push. I used a flathead screwdriver and had all of them off in about 20 minutes. I'll take pics if you need them.

Easily, the pins just slid right back in with a little pressure. I had to remove it when I changed out my grille for the HD grille.

Are you thinking about sanding down and painting?

FYI, for easier understanding the piece you guys are talking about is a "bumper pad". The valance is the bottom piece.

Yes, the bumper pad is what I am talking about, and yeah I planing on sanding it down and painting it.

Sounds like the removal/reinstall is pretty straight forward.
