'03 5.4 Upgrades
Hmmm... Seems the marketing about had me as I thought CAI and dual exhaust would give me what I was after.
Though I do like the sound of dual exhaust I'd not pay for it without some form of performance upgrade as well.
It would stand to reason changing out the pulley(s) would be effective and something I could do myself. Not worth it?

I'm not willing to sacrifice gas mileage. I had a magazine many moons ago that talked about upgrades common that not only increased output but also increased MPG. Wish I still had it...
I read about 2/3 of this thread:

For such little $$$ there's no reason not to try it. It seems many had issues finding or removing the silencer and I didn't read anything about what it sounded like afterwards. I don't mind removing it if I can replace it, which didn't seem optional.
This mod didn't seem to add to the low end, but if it adds it adds, right?

Underdrive pulleys free up a little hp. But, do you really want to slow down the water pump and alternator? If you do any towing, slowing down either or both may not be good.
I tried an underdrive pulley on my old 86 Monte Carlo SS. My butt meter just barely noticed a difference. I'm guessing about 5 hp freed up. Then, if I had the headlights on or the heater blower on high, the voltage would drop below 12 volts. Underdrive pulleys on most effective on high rpm low geared modified engines. On a stock engine turning low rpm, they don't do much.
