Fuse # 24 hot at all times in the power distribution box.(both sides of fuse hot at all times)
Wire from fuse 24 wire NCA(I don't know what color that is) leads to the pcm power relay.
and the engine fuse module, in parallel. The wire should be yellow and black. The wire continues from there ( black and light green) to thefuel injector ground.
Jbrew, no pulse on the noid. not sure about whether there is hot or ground to the injectors, but the light doesn't come on at all, nor does it pulse.
Just for grins, use you test light on both sides of the inertia switch.
It is inside the kick panel, by the passengers foot. If you've got power on both sides, skip to the power line going to the pump.

Your fuel injectors have 12 volts continuous when the key is on. That is the red wire. The PCM grounds the injectors to fire them. The PCM knows when to fire them when it gets feed back from the cam sensor. The plugs are fired by the PCM using signals from the crank sensor. There is a 5 amp fuse in Engine Fuse Module. That is the little rectangular fuse box next to the main one in the engine compartment. Check to see if it is burnt.

and the winner is....
Not only was it not installed correctly. It was not installed at all. I figured stuff like that was part of the long block. I guess that's what I get for not carefully checking over everything and asking enough questions before slapping the covers on.
Thanks to everyone!!!
