Post easy fix, dumb problem

I have a 95 f150 with the 4.9 l inline 6. for some reason the bottom radiator hose keeps getting a hole in it. the "smog pump pulley" (that is what it was described to me as, not sure what it does but its at the bottom left of the motor if you are facing it from the front). all the hoses anyone will sell me rub up against that pulley. right now i have some string tied around the hose pulling it away from the pulley and it's working but that ghetto rig as already failed me once and I would like to fix the problem all the way.
anyone know why this is happening?

i got the same motor and the same problem (i wrapped mine in duck-tape ) then tied it with a string

and what do you mean ghetto rig hahaha
