All engines use oil. That's just the way they are. Some use more than others; knowing how much oil your brother in law's engine is using over 3000 miles or so would help in determining whether it's normal or not. Knowing what he's driving would help as well.

How far is he going between oil changes? And how much exactly over a quart? 1-1/2? 2? 3?

I'm too lazy to look up the spec right now, but I think acceptable oil consumption to Ford is something like one quart every 1500 miles.

Find out how much exactly. If he isn't using no more than two quarts tops over that mileage, his engine is just fine.

How many miles does he have on it? How long since it's been tuned up (if ever)? What's the air and fuel filters look like?
