Flooding???? Horrible mpg

Angry Flooding???? Horrible mpg

I need to pick all y'all's brain or maybe someone else has had the same problem. I have a 99 f150 w/ 4.6L 183k. I have cleaned the egr ports, tuned up in dec 05, used the cheap advanced auto wires, auto lite plugs, recently change fuel filter and now whenever i give it normal accel. itacts like it is flooding, it boggs down, no power and people behind me in traffic get pissed and so do I!!!!!! Also when i hook the scan tool to the pcm, it tells me at idle the throttle is 15% open is that normal or is that high????
Any help would be a tremendous help........

Is it kicking black smoke out of the exhaust under excelleration? or just no get up and go?

no accel, when i give it gas it boggs down, did a fuel pressure test and it was where it needs to be, but the pcm says the fuel tank pressure is out of specs. When i am on the hiway going up a hill i lose 10-15 mph!!!!!

What's your fuel pressure under load? BARO reading?

at idle it was around 30k and at load would go to 40k and level back off at 30k. i guess the thing i don't understand is the pcm said the fuel tank pressure was at 30k and was supposed to be at around 62k, was is it referring to "fuel tank pressure"?
