Tranny has reverse and first all the time and sometimes second. Whats wrong?

Tranny has reverse and first all the time and sometimes second. Whats wrong?
I have a 97 f-150 with the 4.6 motor and 4r70w trans. It has reverse and first gear all the time, sometimes it will changes to second if your walk through the gears. I unplugged the shift sensor box on the side of the trans the other day think it might be bad but if still didn't shift. I was told it might be the sunshell? Does anyone have any advice.
