It is really odd for the filter to come out unless someone left the old o-ring in the bore. Did you check that? There should only be aluminum and nothing orange in the bore the filter goes into.

yes 1st time filter was in the pan...but that was a seperate issue bore clean new filter and go juice still no worky....
Going to replace solenoids and accumulator if it does not remedy the situation then out she comes...
