What's that plate for?

What's that plate for?

03 F150 Supercrew FX4....I found a missing bolt on a plate that bolts on right in front of the torque converter inspection hole. The plate has no gasket, seems a bit flimsy, and only has two threaded bolts holding it on to the housing. I threw a ziptie on for a quick fix. What exactly is the purpous of the plate, and does it require an immediate new bolt? Thanks in advance.

Its a inspection plate and a rock shield. Also when removing a engine the shield is taken off to access the torque converter bolts. The zip will do for now.
