When I bought my 2002 Ford F-150, the red side window sticker shows on the options that I have 6500# GVWR Package Electronic shift 4X4
Does that means that is the max towing capacity for my new truck?

No the GVWR is the carrying capacity of the truck. The weight of the truck and maximum cargo equals 6500. The towing capacity will depend on cab configuration engine 4x4 wheel size etc. I have an 6600 GVWR and an 8000lb towing capacity.
You may have a towing capacity of around 8000Lb assuming you have a supercab with 16" wheels. I have a supercrew so I lose 300lb off the towing capacity for cab weight I guess but it is 2 wheel drive. You lose 300lb for the 4x4. !7" wheels will change the drivetrain ratio and you lose 500lb.
To make things more confusing there is also a gross combined weight and on my truck of 13000Lb

No GVWR means Gross Vehicle Weight Rating. It means that the weight of the truck, plus accessories, plus luggage, plus fuel and other fluids, plus trailer tongue weight, plus passengers cannot exceed 6500 lbs total.
At 3500lbs you are well within your towing capacity. You could bring 8 to 10 bikini-clad women! You won't even know it's there, performance wise.

A fith wheel will max out your drive axle rating WAY before you reach your towing cap.
Just thought I'd throw that in because it almost happened to me with a 6400# GVWR 5er.
The king pin adds around 1K to my 2220# drive axle weight. My drive axle rating is 3500#. I have heard that you want head room of 10-20 % so I will be cutting it a little close.

It can be confusing can't it? You can stay within your combined yet exceed your GCW, or exceed your towing and still be within your combined or GCW or......nevermind, I'm getting confused all over again. 
Yes, 3500 lb's is a breeze! I do over 7000# without a problem.
