bumper (axle) rusted off - now what?

I found a bumper (axle) F65A-400-BB in my driveway. I have a 2002 F150 SuperCrew. From looking at the bottom it looks like there was a connector of some sort that's no longer there...I suspect to bolt it onto the truck. I can't find a drawing for where this is at and crawled under the truck briefly last night without finding a missing part.

1. Where is this located? Ignore. i had to move my truck earlier so took another quick peak and found where it's located.
2. If I order the part is it something I can put on myself...or do I need some special mechanic secret to get it done, i.e. releasing a load, etc. Basically, is it as simple as just bolting the new one back on?

If it's what I'm thinking, you can just bolt it back up onto the frame.

F65A-400-BB is not a valid Ford part number. It's missing several digits.
