If you're trying to save the part for re use, just keep putting Kr-oil, or Marvel mystery on it and beating the crap out of it. If not go ahead and cut it out.
Sometimes it's easier on the sanity just to spend some more $$$$. Remember, the sanity is important

I couldnt get mine out torches and impacts and 20 lb sledge. i took the easy way out cut the bolts and went to the salvage yard and bought another control arm with the stock bolts for 50 bucks.

and as for why they get stuck.

there is a slight undercut to the bolts between the head and the treads and dirt and rust get in there and more or less rust weld the bolt in there. i was able to move mine but not enought to get the dirt back out so it was lock in there tight.

I cut off the head of the bolt, took off lca then used on blaster and pounded it out effortlessly by hitting the side I cut. The threaded part won't go thru it. Purchase new bolts and back to install without having to replace arms or bushings. Hope this will help somebody
