Question About this wire harness.....?

Got the truck today and everyone who has seen it loves it, including me!
Anyway in front of the right front wheel is a wiring harness-it is split such that one side goes to the horn and one to the fog light. However, on the left side in front of the left front wheel is apparently the same harness- but at the split one side goes to the fog light but the other is just hanging. Since there is no horn on the left side that I can see is it just supposed to be tied off or what?
Any help is appreciated.

Ok, but since we don't have DRL's am I safe in assuming it needs not to be attached to anything and I can just tie it off?

Thanks

Screwdriver,
Yes you can tie it off. Their should be a plug in the end of the wire. Thier is one of
the two wires is hot when you have the key on, but when the head lights are on it is not hot. The Resistor that is plug in to the wire drops the volts to 10 volts on the low beam head lights so they dont burn out and
the lights aren't to bright for day time
running lights.
