Reese is a good hitch and the price sounds good too.
As far as a dropped hitch. That all depends on the trailer you're pulling. If the trailer tongue is low and when attached to your truck you have to raise it so that it isn't level, YES you need a dropped hitch.
The trailer frame should be level with the ground when hooked up to your truck. If it is too nose high the trailer will not have enough tongue weight and won't track good.
