Maybe peer review is a bit strong of description. A blog is only the opinion of one person that may or may not be remotely qualified and is more than likely biased. A wiki is a blog that other people can edit and will sometimes provide a reference to support their "facts". Is it completely credible? No. But two or more differing biases will smooth out the overall article and provide a slightly more balanced point of view.

I wouldn't use either as a source for a serious paper as their credibility is always suspect.
