I can't find anybody anywhere to take my '01 grills and fabricate a billet version with the same design (minus the badge). So, I wonder, why not just paint it? My L is silver and think I might like the look of the grills if I took off the badge and painted them to exactly match the wheels' flat silver color.

I would like to hear your opinions on this...

Certainly it could be done. All it would take would be ...
1) carefull preparation of the plastic
2) bonding/adhesion promoter for plastic
3) A basecoat color to match the wheel color
4) clearcoat with a touch of flex additive.
5) someone who knows what they are doing
If you really want to get it done... I would suggest finding a local high performance ATV shop and asking them for recomendations for painter who paint plastic parts. Most of the guys who are into the ATV dune scene have custom paint jobs, so the guys who paint these know just what it would take to make it stick and look good.
