Some 01 blowers say Eaton, some say SVT
The supercharger is always running. Ford might have cheated a little with a bypass/circulation setup, opinions vary on this. This means the electronics can control the boost level at small throttle openings. However, it should be driver's-foot-controlled at all positive boost levels 
The noise you hear is the air being compressed. As more boost is generated the noise will increase.
