Here is his exact words.
"I have 03 fogs on my '99. Its an easy swap. The 03's look better than the 01-02 IMHO but you could do this with an 01-02 light as well. All you have to do is remove the stock lights and re-use the back plate which contains the pigtail and mounting bracket. The lamp assemblies are the same diameter and are interchangeable. I got my donor set of 03's from www.50resto.com for $79/pr. You might be able to do better though."
