it does but not any where close to how it was explained
my gauge reads 0 around 110-115 mph

a boost bypass valve set correctly will give a slight increase in boost AND build boost slightly quicker. Like I said for this to happen it had to be set incorrectly in the first place which some are/were. Remember vacuum opens the valve and lack of it closes it..

who said that a non boost L is the same as a regular 5.4???

Not even close.
an L has less compression in the cylinder than a regular 5.4
and different Cams........

They might have the same block. and I'm not even sure about that.
