i need help with fraud :(

i bought a hid kit from a guy on this site. his name is ryan bloxham and his username is PennSt8Blox . i purchased it under my old account ridinonmoto17s . i gave him $75 for the kit on 1/21/11. he didnt send the kit till the 1/27/11 or so he siaid. he said his wife had a baby and there was complications so i though no big deal and i understood and was just happy it was "in the mail".
he said he didnt get a tracking number, i guess he wanted to save 70 cents. lol i got his number and hes still saying it sent and i've found out hes located around the baltimore, MD area. if it was sent on the 27th of january, shouldnt it be here by now?! my post man said he more than likely didnt mail it because even at slowest shipping time (parcel post) it would have arrived by now. i sent the money through paypal via my phone app and its saying i cant file a claim due to the fact it was not a purchase of goods. i guess thats my mistake for using my phone. im trying to get ahold of paypal via phone as we speake to see what they can do.

do any of you guys no of anything else to do?! paypal just said theres nothing they can do because it went through as personal payment

i've read cases on other forums where everybody got together and something was done. i told him just refund me the money and if the kit did come in i would just send it back it to him but he said hes not going to do that.

i just want some info and help and hopefully a resolution. lol 75 bucks isnt a whole lot of money but it is when your just giving it away. so please help me out here guys

Money is money. 1 cent or 1 million.

As far as claims it sounds like you're screwed on that part unless you paid using a credit card in which you can make a claim with that company to credit your account.

Have the guy send you a pic of the receipt that he shipped it. Things can get lost in the mail. My friend sent me some stuff and it never got to me ever.

Why do you have two screen names

Sounds like you're SOL for $75

Do you remember that classic scene in "Planes, Trains and Automobiles" where the portly woman at the rental car counter leans forward and whispers to Steve Martin, "You're ******!".....??? Unfortunately, I think that might be you.....

Not too long ago I had to send back an item from fleabay and at the automated USPS machine I forgot to add in the tracking service. It took almost 3 times as long to get back to the seller than the packages I received and I've noticed the same on a few other things I've shipped. It seems like when you're keeping an eye on the USPS (tracking), they ship it faster than if you're not watching them. Who knows, maybe it's just me or it's a ploy to get that extra change out of your pocket. I'd say wait a few more days, it's only been 2 weeks.

On the other hand, if he didn't ship it, he made out pretty good. Didn't have to pay for the tracking or the 3%PP fee & got your $75....And can still sell the kit to someone else and make more $$.

As for PP giving you back money, you're SOL.

You can use all the numbers/letters printed on that receipt, but w/o a tracking #, there isn't anything you can do to find out where it's at.

Let it go for another week or so. Last week, half the country was pounded by snow. Then, more snow this week. I bought an item on Amazon over a week ago. I have a Prime account that gets free 2 day shipping. It just got here yesterday... The weather is really messing shipping up.

If you paid through PayPal, on your phone or not, as long as you classified the payment as "purchase of goods/services" you have the right to file a claim, but only within 30 days.

well they werent even for me. lol my buddie want(ed) them for his truck. he picked up a set at retro-solutions now though. i'll just use the ballast out of them for something down the road. i ordered rain guards off amazon, being that it was my first time i didnt know what to expect but i got them within like 4 days i believe, even after it got held up due to snow and i just used ups ground. lol however, they did arrive broken and we live on a 40 acre ranch and our drive way is about 1/4 mile off the highway and they just left the box in the snow all day right beside the road! lol
