Their main usage was in a permanent perch or guard tower in a heavily guarded installation. Basically it was a permanent or semi-permanent placement of the weapon. In addition it is far too large of a round to be consistently and repeatedly fired from the sholder. Even with the "suppressors" you mentioned it still is too much. It should also be noted those are not silencers, they are suppressors which will reduce the recoil and muzzle jump. Since a large portion of the noise generated from high power weapons comes from the sonic boom of breaking the speed of sound, it is impossible to silence them without loading down to a sub-sonic round. Further, by resorting to a sub-sonic round you lose not only speed and energy transfer to the target, you also experience a loss of accuracy which makes a sniper rifle pretty much pointless by then.

As a side note, I don't have the book here but one book talked extensively about sniper calibers said the longest confirmed kill was 1.54 miles with a 50 cal. The soviets claimed kills out over 2 miles with the 20mm but none were ever confirmed.

A supressor Is used to hide muzzle flash and to reduce the sound of the rifle. A Muzzle break Is used to reduce recoil and jump of the barrel.

How refreshing. An American asking why 'another American' need's a large powered rifle they have no real conventional use for.

....

Why stop at 2? What are the chances that the 1 in 1 millionth time your going to need a knee-blaster like that, that 1 of those two rifles is in the area? Ring-Ring, Hello, Fed-Ex?

Here's a thought, Save the dough, and give Joe Blow USA down the street a call, He'll bring his mother-flipping bazooka and light that militia wannabee up for a 10-spot.

It was mentioned the the FBI has 456 local offices.
The procurement is for two weapons.
It would be a stretch to conclude that these are being added to the FBI's 'arsenal'.

Further, the solicitation address is:
FBI Engineering Research Facility, FBI Academy Quantico VA.

Should say an incident occurs where a vehicle gets hit with a 20mm round and agents investigate, they could stand around and say,
"damn, looks like a bomb went off or maybe a grenade. What do you think Frank?"

Frank: "No you moron. That was a 20mm round. Engineering Research demo'd the effects on various surfaces when I was at the Academy."

Raoul, you are being far too logical and clear-headed.

It is much more natural for us to think our Government is going to use them big weapons AGAINST us, not to PROTECT us. After all, isn't the top dog a radical muslim extremist with ties to terrorists who is always lying about his true intentions? I mean, think about it, it really fits, they need those big guns so they can turn them on conservatives and take over the world with their radical muslim and democratic friends. This is the smoking gun(s) we've been looking for. I bet the purchase order can be traced directly to the oval office! The one you saw on-line must be a forgery! And I think I know how they plan to use them. They will line up the republicans, single file, and I bet one round would take out at least 300 of them a whack. It would be like going through Jello!

I knew that Obama character was up to something - you can see the look in his eyes!

Why does the FBI NEED a 20mm ?

How about why does a Civilian need a 50 cal Barrett rifle ?
Civilian means not part of the country's armed forces, so why would someone need a gun that can kill from 1+ miles away ?

Some want to be offended by the FBI buying a gun, but stand by their right to own any type ( size ) of semi auto firearm.
Sounds a bit counter-intuitive.

Sorry that is right, the civilians need the 1+ mile killing range to stop their government from attacking them.
Anyone else see those black helicopters flying over their house right now ?

I'll chip in $10 towards "Klitch's Black Helicopter Defense Fund" with the proceeds going for one of these:

My concern is that the OP advocates U.S. military deployment in American cities to perform law enforcement duties.

Guns are tools for firing metal projectiles. Guns don't kill people, people kill people. A .50 cal rifle just fires a slightly larger projectile... The people that buy .50 bmg rifles are using them for recreation and target practice. I hope to purchase one some day, they are a lot of fun.

Does anyone remember that Obama made the FBI head of interrogations not CIA.

So they must be for Interrogations.
