In HS we were given a short training on it...almost 7 years ago....so that's not much help. Looks like I'll be learning it all over again.
Ok, where can I find the cut & trace tools?

Can I offer a Photoshop tip?
While sizing a photo or layer using free transform (ctrl+T), if you hold the shift key down while dragging a corner it won't distort the image.

feel free to offer all the tips you want, ive only been playing with photoshop for about 2 months now, i have came a long way with it considering i didnt even know how to trace a picture when i first opened it, i do have one question though, how can you make a somewhat blurry image clean?? ive tried going to filters and sharpening them but that sometimes makes the photos alot worse.
Many things can cause a blurry image, first thing is to decide what it is that casued it. Is it missed Focus from the photographer, dust or atmosphere, bad lighting, bad exposure, bad contrast from the camera, missing or compressed pixels, etc etc etc.
If you talking about the sig with the text, that look like compressed pixels to me what I glanced at it. First make sure you are at 72 DPI beofre saving for web. Also try saving as a .PNG. then if that dont work, you have 2 options one is guranteed the other is hit or miss.
Either try a different font, or the hit and miss try making a new image at 50dpi, and dragging that layer to the new one, then deleting the layer on the orginal sig, then drag the layer back to the orginal. I now it sounds silly to go 72>50>72 but it will not be compressing so many pixels into a small area. the image will still be 72 dpi and so will the text.
Becarefull using sharpen filter or the unsharp mask, you will over sharpen and pixelate text in a hurry when it's that small pixelate looks sorta blurry but I dont think thats whats hapening I think it is pixel compression.
