What part of New York are they moving from. NYC or some place like Buffalo. Salaries between the 2 are very different. Buffalo is somewhat of a depressed area from the people I have talked to that worked there. Same would apply to other cities in that area. Don't know what the cost of living is like in your area. For all I know it could be higher than where they are moving from. You may want to go a head and make a counter offer, but I wouldn't go too low. Also being that the 10% cut is the top of the range they are wanting to spend will count against you later when it comes to review/raise time.
UC....whatever you do....do not settle for less than you truely NEED.....if you can live with a 10% cut and not effect your lifestyle significantly and lower your stress with this new place....than do it.....but do not get yourself in a position where you are taking too much of a cut just to get away from the devil only to continue to look for another job at this new place.....that will not look good to another employer if you are jumping from place to place.......

I am in no way trying to make up your mind for you. Just pointing out some of the things I have run into over the years.
So it looks like I'll be starting a new job in two weeks. I countered and HR is optimistic it won't be a problem. I've over analyzed this all day and I think it's the best for my career. My work is going to poop bricks when they find out. I am definately what they consider essential personnel.
Just think what you might could have got if you counter offered 10% over what your making now.....
When in negotiations you can always come down, Really really tough to go up.

I've done that before too. Make an offer and they jump on it a little to quick then I'm like; DANG IT! I could have gotten more!
Just remember how fast they jumped on this when the 30 day evaluation comes around and maybe you can negotiate your raise to your current pay.
Congratulations bud, I know how long and how bad you've wanted out. I've learned money is nice but it's definatly not a determining factor. I'd take a 50% pay cut if I thought I was going to like it better.
