Since the police think it was an intentional act, they've actually upgraded the charges to murder. From the AJC:
Following the girl's death, police upgraded the charges against the driver of the car, Lanny Perry Barnes, 46. In addition to the initial five counts of aggravated assault, Barnes now faces four counts of aggravated battery and one count each of felony murder and malice murder.

It's sad to know that a grown man could purposely take the life of a child and still be breathing.

I am gonna agree with Quintin, PONY_DRIVER, and 98Lariet....

Public execution of some sort. If they were done these days, I bet crime would drop. I'm not perfect, I can be a moron at times, but I would never do anything like this.

I just don't understand how somone can do something like this. I saw this on our news and was relly disturbed about this especially when they said he was seen laughing.

I think this was a pre meditated act, maybe not so much towards these innocent people, but I think he was intent on hurting someone

In this judicial system, he will claim insanity and get 5-10 years in a low-security mental health institution, and be released after 3 for good behavior, repeat the offense in 2 years.

Hence the necessity for public executions. If he is truly mentally unable to stand trial for his actions, then he'll have a history of problems. If not, he needs to die, preferebly under the wheels of his own vehicle.
