I just ran a test over the DSL we have at work.

609 kbps Download
78 kbps Upload

Disclaimer: I was streaming Internet radio; and we have two users connected to our server remotely with Terminal Services so these numbers are pretty low with all that traffic.

My test results:

T1

311down 370up (with shoutcast running)
295down 370up (without shoutcast running)

DSL

247down 246up

EDIT TO ADD:

...by the way, I used SpeakEasy to do my test.....(I assumed by the graphic you submitted that this is where you did you test)......

Jamz is probably at work....sitting 50 feet from a fiber backbone and you are spending 1.3 trillion dollors of tax payer money on an Internet connection.

Well....unless my math is wrong 13000 kilobits is actually only about 1.6 megabytes. Still impressive
