Arrow HELP me make my finial decision before i do it..

okay ive got very little money to spend on this but i want/ need a louder exhaust and ive done so much reasch but it just seems like im never gonna have the maney to do what i want.

Ive got a 1997 5.4L W/ 94,XXX miles with the exit in front of the rear tire stock, okay i just want your opinion whats louder/mean-ist:

either just chopping the pipe at that clamp before the muffler? and maybe a turn-down?
or..
getting a dynomax bullet and a tip then replacing them? for like 50-70 bucks?

what do yall think will be the absolute loudest?
thanks!!
