Looks like you made 2 mistakes, but I won't address one because certain people of a certain brand liking get a wee bit pissy over it. But anyhow, yes those cats will quiet it down a tad, but your setup is going to stay loud no matter what.

Just have O2 bungs mounted in the piping after the cats & install the O2s into them, no more CEL.
