Is this a new install, or an existing correctly functioning install, that now has a problem ?

If the relay is a standard Bosch type automotive relay, you can start by pulling the relay, and jumpering the normally open contacts ( red line in the drawing below, make note of the pin orientation ).

This should illuminate the aux lamps without the use of the switch.

If this does not work, check the fuse to the battery ( should be on terminal #30 ), and the connections to the aux lamps ( should be on terminal #87 ).

Should the black wire from the lights ground to batt or just ground to truck some place?

Shouldn't matter either way but I'd double check all three grounds. It seems like the on for the switch and relay are good since you said they switch lights up and you hearthe relay click.

The battery is fine, the fender ground lugs where the headlamp ground is also good, but harder to get to on the 2004-2008 MY, from what my mind is recalling right now.
Probably shouldn't play the recall game right now, I don't have enough coffee in me yet.
