Fog lights ON turn the instrument cluster lights OFF?
Here's a good one for ya! My 07 F150 has a ghost. In the Auto position and the fog lamps on (switch pulled out), all of my interior/exterior lights work fine, except the fog lamps are actually off. In the manual positions of PARK and HEADLIGHTS with the switch pulled out the FL's work, but the instrument cluster goes dark.
2 more questions.
1. Do your high beams both work correctly ( FTP without the headlamps and with the headlamps in the on position ) ?
2. Do you have DRLs ( Day Time Running lamps ) ?

I have been around and around this one.
The only place the fog lamps and instrument panel come into play is the high beam indicator lamp on the cluster to the fog lamp indicator LED on the main headlamp switch ( that single bulb ).
The fog lamp relay coil gets ground from the high beam element on the bulbs, and the fog lamp indicator lamp gets ground from the high beam indicator.
This is how both the fog lamp indicator and the fog lamps both turn off with the high beams on.
The only thing I can come to is the switch is having a problem. Don't know how, as the instrument cluster lighting and the fog lamps are 2 different circuits. If it is this, it can only be from the switch drum is having an issue.
Sorry I don't have a better explanation for this, maybe someone else will come by with a better answer.

Steve you are the best for taking the time to respond. I read your posts from a few years ago on wiring the FLs to work all the time. I checked the fuses for #$%2 and giggles, cuz who knows? I'm tracking on what you are saying thus far. How do I get to that switch? Where do I pry?
The headlight switch comes out with a plastic trim removal tool.
There are 3 spring pins holding the switch on ( the rectangle trim panel around it ).
A screw driver might scratch the trim, so even if you have to default to a plastic putty knife, that is better.
The side of the switch towards the door, start there and pop it up with a twisting motion ( stick the tool in the gap, and twist anti-clock wise ),
The other spring pin in the lower right hand corner you just have to get the tool under and pop it up.

When you push the fog lamp switch in, do the instrument lamps come back on ?
Before replacing the switch, try a quick test.
Pull the fog lamp relay, and try the park or head positions, and pull the fog lamp switch out, and see if the instrument cluster goes dark.
I tried the test you spoke of, but no change. I did notice something peculiar. When I open the door initially and the lights come on (HL, Instrument Cluster, Interior Courtesy lights), I can rotate the selector switch and have the FLs work in the Head and Park position and the instrument cluster remains illuminated. After I turn the key or the initial entry lights time out it is back to no FLs in Auto with everything else working. As I rotate thru Park and Head the cluster goes back to daylight settings (everything dark and the message center back to bright).
