Start with a few base items :
Q1. You do have the headlamps in the low position..correct ?
1.1. The fog lamps do not illuminate with the headlamps in the high beam postion.
Q2. Do either of your high beams work ?
2.1. The fog lamp relay coil gets ground via the high beam element(s), and if both are burnt out, the fog lamps will not work.
Q3. When you turn the main headlamp switch to either the : Auto / Park or headlamp postion, and you pull the **** out, does the fog lamp icon on the switch illuminate ?
Those are the base things to look at, prior to tearing into the fuse panel and checking both fuses and the relay for the heck of it.
