Unhappy instrument cluster fuse keeps blowing

My first post and I hope someone can help me with my problem.
I have a 2000 f150xlt that keeps blowing the 5amp fuse for the cluster panel when both headlight switch and dimmer switch are plugged in at the same time.
I've replaced the switch and even tried a replacement cluster panel from a reliable auto salvage,still blows the fuse.the dealer here is to unreasonable to consider at this time.
Any suggestions would be appreciated

Have any aftermarket electronic items been installed (ie, stereo or instrumentation)?

A radio was added but it is using the original plugs nothing else.
I can run the truck without blowing the fuse if each plug at the back of the switch is plugged in seperate of the other,but not together.
this is a new switch.

update.
Thanks to projectsho89,I rechecked my radio and found that the seperate ground wire wasn't grounded.I thought that grounding thru the wiring harness would be good enough,I was wrong.
everything is working fine now.
