PATS/Theft problem, w/ some slightly different symptoms

99 F150 4.6L
I've got the flashing theft light/vechile cranks but won't start problem that other people have posted about here. However I have a couple of other symptoms that I haven't seen mentioned in other posts. It started last night.
1) Above the foot pedals, I will occassionally hear a sound that is like circuit going back and forth rapidly, yet erratically. You could also describe it as maybe a selinoid that is going haywire and sounding kind of like a short ciruiting sound perhaps. Sometimes it happens, sometimes it doesn't.
2) When I went back out this morning to look at the truck again, the battery was dead. I checked the interior lights and both switches were in the off position so I'm sure that I didn't leave a light on. My thoughts are that it is related to #1.
So I did the odometer code thing and got a DTC=9681.
Now here's the part I'm also not so sure about. People are mentioning the theft light is giving them a "16". Well, here's what my theft light is doing. After turning the key it does the rapid flashing, then as expected it stops and here is what I get.
One flash ....... pause ........ one flash ...... pause ....... one flash ....... etc.
The one flash and pause are very consistent. I'm not seeing any type of one flash/pause/numerous flashes/then repeating scenario.
I don't really know how I should interpret that into a "code" of some sorts like I assume people are doing to get "16" (as 16 seems to be the most common).
Oh, I should also mention that I have tried all 3 keys that I have for the truck. Two that came with the truck when I bought it new and then one that I had gotten about 4 years ago.
So, what do you think? Something more than the transceiver? Just the transceiver?

New battery is in but I am still having some "issues". The truck starts up and appears to run fine, but this is what I have now observed.
1) There is still the chattering switch/selenoid, but I was incorrect on it's location. It definately appears to be coming from behind the theft light.
2) The theft light still flashes, but more intermittently and/or erratically.
3) There is still the DTC code 9681, but now also 9356.
4) There is an ever so slight glow from the odometer
5) The "off" light on the shift lever for the overdrive is partially lit.
6) The light for the on-off indicator for the passenger side air bag is partially lit.
4, 5, and 6 are occuring WITHOUT the key in the ignition so I know that those things, along with the chattering switch, are draining my battery.
At least I can get it to a dealer and don't have to have a tow .... if there is any bright side to all of this!

Sounds plausable from what I've been reading here about them. Seemed as though there was some question as whether or not they are used on 1999 vehicles?
Perhaps that might also account for my windshield wipers coming on when ever they feel like it, for about the last year and 1/2.
