is it the cord what plugs in to the block heater? follow it and see where the other end goes too.

The 2000s had electronic odometers. You can't "roll" those back .

I have the same type of plug on my 97 F-150 in sort of the same location that is also disconnected. I haven't been able to figure out where it goes either.

Do you have Fog lights? As I recall the plug on the back on my fog lights is grey.

But I don't recall any extra wires near my oil filter.

since the odo is stored in a computer, then it can be rolled back. when i replaced my cluster they programmed the odo to what i said was on it. I'm sure someone could hack it.

Odometers went electronic, and stopped meaning anything. A 250 buck writer will put any number you want in there.

The plug is for an optional variable assist power steering. The plug would go to a solenoid located in the power steering pump just above the oil filter. Your truck doesn't have it so it isn't anything to worry about.
