Speed control and horn will not work
I've checked the power block under the hood, and the fuse panel left of the steering wheel. All fuses look ok. I do see where the speed control and horn are controled by the same fuse.
Where else do I look?

This is normally the first sign that your truck is going to burn up. Check the cruise disconnect pressure switch on the master cylinder, look for fluid in the connector and the switch. Leave it disconnected and research the cruise recall on these trucks.

This does not apply to your particular situation. However, you should be aware of that issue anyway and should have take the appropriate action to keep your vehicle safe
Unfortunately, I do not have the service documentation for the 94 F150 available to me so I can only give general advice on this situation.
The clockspring is the element inside the steering wheel and column that allows for the electrical connections for the horn and cruise switches to maintain contact when the steering wheel is turned. The ground circuit for both the horn and the cruise switches is common. In many Fords of your vintage, when this circuit opens, both the horn and cruise is lost.
However, there may also certain portions of other circuits that may be common to both circuits, only the service docs will tell. I would not suggest replacing the clockspring unless additional diagnostics are performed that conclusively indicate it is bad.

How can I access the clock spring? Will it invovle taking the steering wheel off? Can the average person do this or will it take special tools?
