I am looking to swap out my gauge cluster(with no tach) from my 95 to one with a tach. Is this an easy swap?

1995 and 1997 are completely different cluster shapes and body styles.

The '97 F250 and F350 would have the same style cluster.
If you swap the cluster you will be hassling with the DMV.

So which is it

1995 and 1997 are completely different cluster shapes and body styles
OR
The '97 F250 and F350 would have the same style cluster
And by DMV do you mean the dept. Of Motor Vehicles?
If so, so what? is that bad for some reason?
Also is this going to be an easy swap?
Are there any models that will just plug and play so to speak?

Yeah. The DMV will want to know why your mileage doesn't match up. They'll know when you go for a state inspection.

The cluster from any Ford truck with the same dash as yours will bolt up. The wiring harness may be different.

95XLT,
To answer your other question in 1997, the F150 was the new body style. The F250 and F350 remained the old body style.
SO, the gage from the 250 and 350 will fit but not the 150.
